Strategic Commissioning Manager


We are recruiting a Strategic Commissioning Manager for our client, seeking a dynamic professional to lead effective service.

Job Purpose

As a Strategic Commissioning Manager, your main responsibility will be to support the Children & Adults’ Service Management Team in commissioning effective services that improve outcomes for local people. You will play a vital role in ensuring that resources are utilized to commission services that have a positive impact, meet statutory obligations, and contribute to the Council’s overall strategic objectives. This position requires working collaboratively as part of the Commissioning and Contracting Team.

Main Responsibilities

As a Strategic Commissioning Manager, your responsibilities will include, but are not limited to:

  • Challenging existing practice, leading change, and identifying effective delivery models to modernize services.
  • Conducting needs analyses and making commissioning decisions based on robust data.
  • Managing formal partnerships and joint commissioning projects.
  • Identifying external funding opportunities and leading the development of funding bids.
  • Developing and implementing commissioning strategies to improve outcomes and meet quality standards.
  • Strengthening relationships with providers and monitoring and evaluating service delivery.
  • Promoting the Council’s Equality and Diversity policy.
  • Overseeing and managing the planning, commissioning, and implementation of relevant services.
  • Contributing to priority identification, review, and monitoring.
  • Embedding strategic objectives in commissioning processes and systems.
  • Developing a robust Commissioning strategy for quality assurance and performance management.
  • Implementing strategies to improve service performance with providers.
  • Working with senior managers to determine local priorities and support provision.
  • Managing stakeholder relationships and leading negotiations with providers.
  • Collaborating with commissioners from other regions to share best practices and improve service delivery.
  • Deputizing for higher-level positions as appropriate.
  • Fulfilling obligations related to the PDR (Performance and Development Review) process.
  • Managing team members in compliance with policies and procedures.
  • Adhering to the Employees’ Code of Conduct and ensuring team members are aware of their obligations.
  • Implementing the Council’s Equality agenda within the team.
  • Ensuring health and safety standards are maintained within the team.

Person Specification

  • Experience: Demonstrated experience in challenging existing practices, leading change, and actively seeking ways to achieve better service outcomes.
  • Analytical Skills: Ability to conduct robust needs analyses considering demographics, financial pressures, and national/regional policy drivers to make informed commissioning decisions.
  • Partnership Management: Proven ability to manage the strategic direction for formal partnerships and joint commissioning projects, fostering effective relationships with stakeholders.
  • Funding Expertise: Track record in identifying external funding opportunities and leading the development of funding bids to secure additional resources for key projects.
  • Commissioning Strategies: Proficiency in developing and implementing effective commissioning strategies that allocate resources in the most efficient way to improve outcomes.
  • Quality Standards: Familiarity with ensuring service specifications outline clear outcomes and measurements, meeting statutory responsibilities and national quality standards.
  • Collaboration: Ability to work closely with legal, Contracts Team, and Procurement Services to implement effective quality standards, safeguarding requirements, and contract management arrangements for better value for money.
  • Market Development: Experience in strengthening relationships with providers from private, public, independent, and voluntary sectors to shape and develop local market capability and capacity.
  • Performance Evaluation: Proficient in monitoring and evaluating the delivery of commissioned services, identifying and managing risks, and reporting progress using client feedback and provider contract performance information.
